Licensed Money Lenders in Singapore - Are they really legal and legitimate?

I saw many advertisements in newspapers and even found a list that shows all the "licensed money lenders in Singapore" which is linked to the ministry of law. Just wondering are these money lending companies really licensed and legal? What makes a licensed money lender apart from the banks. Are these so called licensed money lending companies actually a facade for the loan sharking companies?
